Management Refuses To Lock The Door To The Roof For Legal Reasons, Los Angeles Ca, Usa?

Is it true that they "legally are not allowed to lock the door to the roof"? For some context of why I am asking, one of our neighbours has decided that the roof is the best place to walk her three dogs, so now we're up every single day at 5am because her dogs are barrelling on the roof chasing balls and toys and what not (we live on the last floor). Management is the worst, they don't take any action against it, they didn't even do anything to discover this person - we had to go up there ourselves to see what the noise is after weeks of complaining. So we have asked them to lock the door to the roof to make this stops, and that was their response. Are they lying?
