Landlord Withholding Security Deposit

Location: Alabama.

My former landlord told my husband and I that he would need to have someone come in and deep clean the house and carpets. We hired a cleaner ourselves to do a move-out clean ($250) and we rented a carpet cleaner ($40) and did the entire house before moving out. I told him that and he said he’d need to have someone come out himself because it still smelled like our dog. He said he’d take it out of the deposit.

The house needed to be re-painted before we moved in, so he told us he wouldn’t charge us for that. It also needed a new microwave before we moved in, so he said he wouldn’t charge us for that either.

We broke one set of blinds that we said we’d pay for. He agreed to take it out of the deposit.

He told us that he’d get back to us when everything was done about how much of our deposit we would get back. A week went by and my husband texted him to ask about it and he said he’d know by the end of the week. Another week goes by and I texted him to ask about it and we’ve heard nothing since then.

From what I understand, he is obligated to either return the remainder of our security deposit or give us an itemized bill within 35 days of move-out (which would be July 5th). If he doesn’t, he forfeits the right to withhold any amount of money from our deposit. If he doesn’t contact us or post a bill to the tenant portal by that day, as I right that we are entitled to the full security deposit? If so, how do I go about getting it from him?

Thanks in advance, we really need the $1,400 back because finances are VERY tight (I am a full time medical student and my husband is blue collar).
