Landlord Has Not Returned Security Deposit In 21 Days. Am I Entitled To My Full Deposit?[california]

It is day 23 any I have not gotten any invoices for repairs or my remaining deposit back from my LL. I expected to lose some of my deposit for a cleaning fee and minor damages like a broken sliding door, carpet stain, etc. However, does my landlord forfeit the right to deduct anything from my deposit if she has not sent the remaining balance or any invoices within 21 days?

I have researched this so much on my own but I cannot figure out if I should just be asking for my remaining deposit or the deposit in full back at this point. Many sources say she loses the right to deduct anything if the balance is not sent in 21 days, but I cannot find that stated in any official California Law, Civil Code, .GOV website, etc.

Edit: My roomate's and I's deposit was $10,050 total by the way.
