Landlord Didn’t Want To Pay Relocation Fee And Is Now Saying They Didn’t Ask Me To Move.

Hello everybody.
I have been living in a renovated garage for about 7 years. My mom was paying the rent, which was 975, until I turned 18 and started to pay half of the rent as well. When she was diagnosed with cancer, I started to take over the entirety of the rental payments.
On June 30th I was told she wanted to do a walk through because they were doing renovations. Later on she told me it was actually because an inspector from the city was going to come down. On August 21st she told me the area I was renting did not pass and the city ordered them to “discontinue the use as a dwelling and restore the garage toots originally permitted use as a garage.” They then told me that I had until October 21st to find a new place, and that I wouldn’t need to pay rent for those two months.
After asking explains the situation online and asking for help to find a new place, some people told me that I might be entitled to relocation fees, because me having to move was no fault of my own. I talked to LAHD and on September 24th they sent an email to my landlord stating they had to
1.) The landlord must file with LAHD a Declaration of Intent to Evict in Order to Comply with a Government Agency’s Order.
2.) The landlord must serve the tenant a 30 or 60-day written notice of eviction attached to a copy of the filed Declaration of Intent to Evict.
3.) The landlord must either pay relocation assistance directly to the tenant or deposit it in an escrow account and issue escrow instructions to the tenant within 15 days of service of the notice of eviction. Depending on the tenancy, the relocation amount can range from $10,200.00 - $26,550.00. (Los Angeles Municipal Code (LAMC) section 151.09.G)
My landlord has done none of that. But today (November 6th) I received an email from a property management company stating that they are actually not asking me to move out and that a 3-Day notice to Pay Rent or Quit has been served.
What can I do? Are they doing this just so they no longer have to pay the relocation fee? Any help or advice would be appreciated thank you.
