Is There Any Hope In Getting Child Support From A Deadbeat With A Known Address? [wv/wa/ks]

My ex-husband abandoned me and our daughter in West Virginia 3 years ago. I was granted child support in the divorce, but an amount couldn't be determined because I didn't know where he went. He was eventually found in Kansas (by me, the child support bureau has been useless). An amount was ordered and an income withholding order was made. He immediately quit his job and left Kansas to go back to his home state of Washington. I knew the address where he would likely be staying (his mom's) and that that info in to the child support bureau. The child support bureau told me that they were able to get address confirmation and just need employment verification to make another IWO. That was a year ago, and they just keep telling me it'll probably never happen.

• I did see a workplace listed on his social media at one point, but they did not respond to contact attempts by the child support bureau. He was never one to stay at a job for more than a year at a time, so it's likely he has already moved on from that place.
• My daughter is on Medicaid. I have read that being on it will cause the government to be more aggressive about child support, but I have yet to see that happen.
• My ex-husband used to have a CDL but is also a trained millwright. Kansas is in the process of having his license suspended, but I don't know if he will care if he's not doing that kind of work anymore.
• My ex-husband does not file taxes or care about his credit. I still get ALL of his mail from the IRS and collection companies.
• I did contact a lawyer with Legal Aid here in WV. She helped me with paperwork to get the order registered here (since my daughter and I have never lived in Kansas and now neither does my ex-husband). However, that doesn't do much to help locate him.

Do I have any hope if the child support bureau can't figure out where he works? Any other action that I could take? I find it incredibly hard to believe that they just have to wait for him to "turn himself over" so to speak.
