Is My Manager Doing Something Wrong Here?

So, for context I'm a 17 year old and I'm working a fast food job that I've had for the past year and it's my first and only job I've had. Recently, like within the past month, we've gotten a new general manager, and everything had been fine until I noticed that a break had been put in when I hadn't taken a break, I'm never given breaks.

And that was on a Monday, and when I went in on Wednesday I asked about it and they said that they'd look into it, but I don't think they ever did because it happened again on Friday, and at that point I was just confused, so I go in on Saturday and I was told that corporate had a new rule that anyone working over 5 hours required a break.

So instead of telling any of us, they had just gone in and put in unpaid breaks during times that we had worked through and under the reason had put "forgot to log break".

And bonus when I was talking with my gm, he said in exact words, "I'm not going to screw you over, but your job isn't worth me getting written up."

And I know that it's only 13 dollars right now, but that's my money, and doesn't that count as wage theft? And there's no way that he didn't know about this new rule prior to this week, so I guess I'm just wondering is any of this legal?

Sorry for it being so long winded, I'm kind of weirded out still.
