Is An Employer Unable To Call For A Drug Test If It Is Evident That They Are Using On The Job Site?

Sorry if using wrong flair, wasnt sure what to go with for this. This happened in Ohio, last night while my fiance was at work she called the EMS services to assist with a fellow employee who appeared to be overdosing on heroin (employee was later found with substance on person) My question is if her employer could have made the call instead. Her employer stated to her that she was unable to make a call to EMS based on assumptions due something to HIPPA law, but can call the police non emergency number to deal with it. Thus my fiance had to call for assistance as a "concerned citizen instead. Now she was not told to do so, but instead made the call because management apparently couldn't do so. Just curious if this is real that employer really can't call for assistance, or if her management just didn't want to deal with the hassle.
