Former Employer Hasn't Mailed My Final Check And Won't Allow Me To Pick It Up

I recently quit my job at a restaurant after disagreeing with the style of management. I quit in early March, and my final check would have been issued on March 19th. It's been almost one month, and my former employer has assured me multiple times he mailed my final paycheck. The restaurant is a 10-minute walk from my house, but he forbade me to come in and retrieve my check because he claimed I had "an outburst," and now I'm not welcome back in the establishment. (I have never had a public outburst. I quit because he repeatedly cursed at employees in front of guests, and the environment was quite toxic. I was the fourth person to quit that day, the place is known for having abhorrent employee retention.)

It has now been over three weeks since he originally "mailed" the check. Given that we share a postal code, there's no way it should take three weeks. I've texted him multiple times, and he only replies sometimes. Today, he said he would reissue the check and mail it again. I told him that I did not wish to have the check mailed and that I would come in to pick it up myself. He said that, again, I was not allowed in his establishment and that the check would be mailed to my address. I fear that I will never receive it, and/or it will be months of chasing him down. I feel he is intentionally withholding/prolonging my check to punish me for quitting. Do I have any rights here?

Also, I live in Seattle, WA.
