Forced Tipping?

I am a server/bartender in California. The company I'm employed at is "at will employment". They force everyone in the front of House to tip the kitchen staff 4% of their sales. Even if the server is not tipped on some bills. They claim it "evens out" when people are extra generous. Recently they have added this policy to our employee handbook and have every new employee sign to acknowledge the rules in the handbook. My question is: is this "safe" for my employers? Because staff signed their handbook acknowledgement and it's at will employment can they forcr servers to tip kitchen staff still? My employers are the type to FIND a reason to fire someone if they don't comply but there are a lot of issues arising from this right now.
