Filing A Police Report For Stalking/harassment When They Haven’t Physically Done Anything To You?

Veerry long story short: this woman who worked at the same school as me, for seemingly no reason, started harassing me over small things to the point where the school fired her after she threatened to beat me in front of a cafeteria full of 4 year olds. The harassment had been going on for about 2 months before she was fired. Along with threatening to beat me, she ignored the schools instruction to stay away from me and kept appearing in the same areas of the school as me and would very often touch/move things from my classroom before her termination.

The problem is, she lives directly across the street from the school. This means she is free to be on the sidewalks outside the school as it is public property, and the school can’t stop her. Now since it has been getting warmer outside, I have been spending more time outside on the playground with my kids. The playground is right up against the public sidewalk, so this woman has taken it upon herself to stand on the public sidewalk and just stare at me. The children know her from when she previously worked at the school, so she also will attempt to talk to the children through the gate that separates the sidewalk from the playground. I work at a private afterschool program run out of the school, so this technically is not during school hours and not a school run program, so it’s not really a situation the school can do anything about. The program is actually my families company and they are urging me to file a police report, but i’m not sure if there is even enough to do that since she hasn’t actually “done” anything to me.

Last week she also had her grown adult son with her and was openly pointing me out to him. The city I work in is known for a lot of violence, so as much as I believe she wouldn’t physically harm me there’s a tiny bit of anxiety in the back of my mind that’s worried about it since she seemingly is unhinged. I also have to worry about the safety of the children in my care.

Is there any legal way to make her to not be able to stand on the sidewalk and just watch us? Would it be beneficial to file a report even as just a paper trail in case things escalate?

I still to this day have not said one single word to this woman. We have not had one single interaction. She for some reason picked me to target and has been doing these things for going on 6 months now and I’m just not sure what to do to stop it.
