Dog Stolen & Missing. Please Help

My Corgi Cody, 5 years old, was taken from my front yard property because some people assumed he was” lost “. They sent him to our local animal shelter but the shelter is not taking dogs in so they sent him to a foster. The problem is , we contacted the animal shelter and they claim the foster took my dog to another animal shelter and she gave us the names of the ones she THINKS they sent him to. The foster refused to disclose the name of the shelter and is not responding to their attempts to contact her. The Animal Shelter in my town refuses to give us any info of the foster lady or how to contact her. Im very broken because I dont know where my dog is! I have contacted police but they said to attempt to contact my local shelter again but to demand a manager. This is unfair, the police will not help and the animal shelter wont help me have my dog. The foster lady could have lied and just kept my dog for herself for all we know, its not hard at all to apply to be a foster and just ditch them.
