City Charged Me $4,000 Water And Sewer Investment Fee 2 Years Late.

2022 we applied for a building permit to finish our basement and add 2 bedrooms. I received the permit and we finished the remodel early 2023 we just received a letter stating the city forgot to charge us $4,000 for a water and sewer investment fee. We were NEVER notified of this fee verbally or in writing prior to the build. Should I be responsible for this fee? I have had many back and forth emails with a few different people and all they do is respond with the same rhetoric stating why they do it and what it is for. I wasn’t able to post a picture, but below is the wording in initial letter they sent.
“Re: Service ID 14244 - Investment Fee Invoice For Two Additional Bedrooms Added in 2022 Dear Mr. & Mrs. Sullivan, We are writing concerning the two additional bedrooms that were added in the basement of the home in 2022. Unfortunately, it was discovered today that due to an error, the water and sewer investment fees that should have been paid for the two additional bedrooms were not billed. Attached please find an invoice for water and sewer investment fees for the two additional bedrooms at the rates as of May 2022. If you would like make 24 monthly payments of $163.00 with no interest to pay off the invoice amount of $3.912.00 please give us a call and we can set that up. We are sorry for any inconvenience this may have caused. If you have any questions, please do not hesitate to contact our office”
