Car Was Towed And I Think I’m Being Overcharged (ca)

Car was towed I believe last night and I called the tow company this morning. They want to charge me $400 but when I looked it up, California law said that they can only charge $155 for the first 10 miles and then an additional $4 per mile after that. The place is only 5.5 miles away. That plus an administration fee means they shouldn’t be charging anything over $220. Am I reading into this correctly or are they allowed to charge me $400?

Edit: forgot to mention that CA laws states that storage fee can only be $55 which is where I get the $220 figure from
