Can’t Get Registration Without Insurance, Can’t Get Insurance Without Proof Of Registration ?!?!

Not sure if this is the right place to post, but I’ve been searching everyone for an answer with no success. I have already spoken with the DMV and My insurance company MULTIPLE times and it seems I’m stuck in a catch 22 kind of situation.

My registration was suspended, and in order to reinstate it I need proof of insurance. So I purchased a policy from Allstate a few days ago but it isn’t active due to missing documents that I don’t have, they ask for 1 of the following 7 documents, all of which I don’t have for valid reasons.

  1. Current and valid DMV registration (registration was suspended do to unpaid renewal and lack of insurance so I don’t have this document)

    1. Bill of sale from a licensed dealership dated within 120 days of purchase (I have a bill of sale but I bought the vehicle 2 years ago so it’s out of the given timeframe)
    2. Temporary DMV Registrations up to 120 days from the date of purchase (once again, registration is suspended and I can’t reinstate it or get any temporary registration until I have proof of insurance)
    3. Report of Deposit of Fees with corresponding Temporary Operating Permit. (Spoke to the DMV and I’m able to get a deposit of fees but unable to obtain temporary operating permit with a suspended registration and the deposit fees are not acceptable without Temporary operating permit according to my insurance company)
    4. Title (vehicle is financed so I don’t have the title)
    5. Finance Agreement up to 120 days from the date of purchase identifying the vehicle and providing owner information. (Once again, I bought the vehicle 2 years ago so the finance agreement is out of the given timeframe)
    6. DMV Vehicle Registration Renewal Notice. (Sent to an old address so I don’t have it, and dmv claims they aren’t able to send out another one)

What can I do here? It makes no sense that I finally have the money to pay for all fees, registration and insurance, and have proof of ownership and purchase through expired registration and bill of sale with finance company and dealership, but I’m unable to get an active insurance policy nor registration.

And just for clarification, I’m unable to renew my registration online without proof of insurance since it’s been suspended not just expired. Basically without that registration renewal notice I’m unable to get insured which means I’m unable to get back on the road.

Why is the dmv not able to send out a new registration renewal notice or suspension notice to the correct address or why am I unable to go and pick up another one? Why does AllState need these documents when I still have documents that prove I’m the registered owner (although expired), proof of purchase from dealership (although out of the 120 days from purchase range), and finance agreement from bank (although also out of the 120 days from purchase range)?

The DMV said that AllState isn’t making sense in their request as it would be impossible for anyone to get registered when in my situation and that having a deposit of fees is legally enough to get insured, and AllState is saying that there is nothing they can do because legally they HAVE to have one of those 7 documents in a current/valid state in order to move forward with the policy, both companies are saying the other is wrong, and I have no idea what to do.
