Can My Employer Mandate Where I Shop As A Condition Of Employment?

(UPDATE) So later on, after some backlash, we received an email stating "this info was given in error, and this will not count against your review or yearly increases". It will, however, count against any potential bonuses or other payouts. Which does make it somewhat better from an employee standpoint, but I'm still unsure of the legality of it.

(Original text) So my employer (Ohio) has decided to institute a policy where we're expected to spend money with our customers (we're a health insurer) and if we don't, this can affect our yearly review in a negative manner and cause our yearly raise to be lower. We have to provide receipts and there is a monthly quota. None of this has any bearing on our job, and none of us agreed to this as a condition of employment. They're telling us we can't actually be fired for this, but they will withhold raises for it.

Is this legal?
