Can I Call The Cops On My Neighbor For Turning Off Our Water?

Long story short my house is illegal and so is my neighbors house, both properties are owned by my very much crackhead of a landlord so that in itself is already very messy. Both landlord and neighbor wants us out so my neighbor can have the house for his daughters family. Neighbor threatened us weeks ago that he is going to shut off our water even tho we still are living there. We are still paying rent but nothing on paper because like I said both properties are illegal and landlord is a drug addict. Fast forward to now I am currently watching my friends apartment and taking care of her cat while she’s away. Last night I get a call from my brother saying the neighbor shut off our water. I don’t know what to do about this, landlord won’t do anything but I’m scared calling the cops will also put me and my family in jeopardy (essentially kicking us out, we have nowhere to go which is why we are still staying in that shithole) as the house is illegal and hazardous like it should be demolished. Should I call cops? Should I wait it out for as long as I can before we are forced to vacate and then call cops on him??? Seriously at a loss right now and for reference I’m 21, dad is elderly unable to work, brother is 31 no job just sits on his computer all day so neither of them are planning on doing anything and plan on just living here as long as we can without running water- also I am the only person in my family who works- feel like that’s important to say because dad and brother don’t really have any goals or anything they just live day to day trying to get by. none of us have a car so we can’t even live in a car in an emergency. Horrible situation all around. Please any advice for me ??
