Can Hoa Help Evict A Crazy Neighbor?

[CA] My condo has a dangerous/crazy neighbor. He has sketchy visitors at night (drug dealers, prostitutes and the un-housed). He has verbal fights and plays loud music at odd hours, screams and curses at just about everyone (including himself), and has threatened neighbors several times. Police were called numerous times and know him on a first name basis. He was detained once and released 72 hours later and right back to his old ways after a few weeks. As has become the norm, the Police do Not want to get involved. They keep saying "Report him to property management." Since each unit is individually owned, we don't have the same Property Manager. I have reported him to the HOA over a dozen times and they keep telling me they have no jurisdiction over such matters and that I should call the Police. This cycle has been repeating for over a year and things are getting worse. The only thing the HOA has done is reported his numerous "rules violations" to his landlord, but the landlord refuses to take any action. What can I do?
