Cable Guy Bypassed A Locked Door And Got Bit By My Dog. How Screwed Am I?

Location: Portland, OR

To provide a small amount of background, I have two dogs that are rescues. They were both abused by their first owner, and have issues as a result. The smaller of the two is a half corgi half terrier mix. She gets scared when there are strangers around her unless myelf or my wife is there to calm her down. Generally she reacts by doing everything in her power to run away, but sometimes she stands her ground and growls. Before this incident, she has never bitten someone, though I realize that likely has no bearing on my current situation.

Yesterday I had a cable guy come over to set up internet. Knowing that my dogs don't like strangers, I put them in the backyard. The only way to get into my backyard is either through my dining room, which is where I was working, or through a gate around the side of the house. I ensured that the gate was locked as I didn't want to risk anyone gaining access. The cable guy told me he needed access to my garage as that's where the internet comes in. I told him I would be inside and to let me know if he needs access to anywhere else. The whole time he was here, my dogs were loudly barking due to hearing / smelling a stranger.

After a few minutes I hear a change in my smaller dog's barking, along with the cable guy yelling. I ran to the garage, but he wasn't there. After looking around the side of the house, I saw that the cable guy had opened up my locked gate to my backyard by reaching up and over the 6 foot tall fence so that he could grab the latch from the other side. My dog had clamped onto his khakis and shredded them. As far as I could tell the cable guy's leg was unharmed. It was only his pants that were damaged.

He started yelling at me about my dog, and threated to sue me. I get that a lot of people threaten to sue and then never do so, but I want to have some idea of what to expect in case he does. My question is, given that:

  1. I told him to let me know if he needs access to any other areas, but he did not do so
  2. He bypassed a locked gate
  3. He wasn't harmed, only his pants

How screwed am I if this actually goes to court? What can I expect? Can the state force me to put my dog down? What is the possible financial ramification of this?

Thanks in advance!
