As A Teacher Worried About A Girl.

So I'm a daycare teacher in Canada, I won't say where exactly but saying Canada in case it helps, and there is a little toddler that I'm worried about. I've known her since she was in our infant room. She always came with unwashed messy hair for days on end, so bad that anytime we put rubber hair ties in it there's a chance it'll snap after a bit, so much so that one of coworkers bought her a brush and brushes her hair and either one or both of us do her hair at some point in the day to help her look nicer. However when she comes back the next day it's in the same style that we put it in just messy as if she slept with it like that. We celebrate days where she comes to daycare washed up. Her older sister doesn't really talk and whenever we see her the back of her head is so knotted it's one big part we notice about her. She's come in with the same clothes or dirty clothes including a jacket that smelled like vomit, and a jacket where when I lifted the Velcro on the sleeve to adjust it I was disgusted by all the filth in there that I just closed it back up. They don't usually provide extra clothes for her, and using even clearly labeled daycare clothes as their own as she has come in with property of (daycare) clearly written on her back, as she even came in the same pyjamas four days in a row. My coworker even went to find her a daycare outfit, and did her hair, so she'd look at least nice on picture day instead of how she was brought in. She had sent an email about picture day and there was lots of signs posted but they didn't seem to read it and only brought a dress that looked freshly bought when the father came to get her after picture time was done. She has behaviors of wanting attention and since she really likes me she tries to be with me as much as possible or get my attention specifically. A lot of her behaviors we do try to correct though we sadly can tell that she is acting out because she wants attention not getting enough at home. She even is brought to daycare sick even if our policy states that she can't be brought in the day after being sent home sick. I also observed for most of the week washable marker on her leg that didn't fade or change showing that she wasn't washed for most of that week until finally they washed her. The parents are really nice people and they even want me to be her teacher for as long as she's in the daycare. After talking to my boss who did get notified and saw things herself said she didn't want to do anything yet until we found out if it's cultural or something. I ended up calling in my worries to the child protective authorities without giving my name or anything. But not much has changed since then. I did speak with my coworker who is luckily opening staff and she said she didn't come in a dirty diaper so at least that's something good at least. I just don't know what to do anymore. Am I truly out of options?
