[pa] Changing An Infants Last Name?

I am in a coparenting situation with an 9 month old. When together with her father we put his last name on the birth certificate. My daughter is very fair skinned much like her father (she has my facial feast in my opinion) What is the likelihood of the courts allowing me to hyphenate her last name or giving her two last names. (His and mine). I asked her father and he said absolutely not, so it would have to go to court. It is just so nerve wracking going out with a fair skinned child as a POC. I frequently get asked if I’m babysitting

I just want it so people can quickly and safely identify me as her mother. I don’t care about the order (his name could be first or last, I just want my name present)

I don’t know the legal issues with this or the likelihood a judge would be to agree given her young age.
