[oh] Former Employer Won't Pay Out For Unused Earned Vacation Time Even Though Official Termination Documents Say They Will

I recently put in my two weeks notice as the GM of a restaurant and had two weeks of vacation time saved when I did so. The termination paperwork you fill out for every employee clearly states "final paycheck including unused vacation time requested from payroll" as part of the checklist for the manager processing the termination. Before my two weeks ran out I asked my arl how that worked, if it would be in the same check or if it would be a second payment, and she said she didn't think I would get it because vacations were use or lose, I raised the point of the form and told her I intentionally hadn't moved to take my vacation before putting in my two weeks because it was laid out so clearly in our documentation, she said she'd never actually read the form before, just filled it out blindly, and wasn't sure but she would ask her superior about it. I never heard anything more and completed my two weeks, I just received my final paycheck and shock of all shocks the vacation pay wasn't included. Is there any legal leg to stand on with trying to get this owed and promised pay? We're talking almost 2K so it's an amount worth making a stink over if I'm in the right.
